La Libye a entreprit depuis 1983 l’un des plus grands travaux du XXe siècle par son importance et son coût : la Grande Rivière Artificielle. Ce projet, fruit de la volonté de Mouammar Kadhafi, est destiné officiellement à favoriser le développement agricole du pays grâce au transfert d’eau fossile du désert à la côte libyenne avec, pour ultime but, de parvenir à une autosuffisance alimentaire. L’utilisation de cette eau au profit de l’agriculture est controversée et même vivement critiquée. Cette étude se propose d’étudier la Grande Rivière Artificielle dans son contexte politique et ainsi d’analyser son rôle comme outil de domination, comme symbole de pouvoir pour le régime de Kadhafi. Il s’agira donc d’étudier ce projet comme l’aboutissement d’une obsession que Mouammar Kadhafi entretient pour l’eau ainsi que comme un instrument au service du régime, qu’il conviendra de définir comme populiste. Bien que la majorité des travaux scientifiques portent quasi exclusivement sur les apports de la Grande Rivière Artificielle pour l’agriculture, cette étude démontre que le projet résulte d’une volonté de contrôle de l’eau qui, au-delà du soutien au développement agricole, représente un outil formidable pour le renforcement de la domination charismatique, et ainsi pour la légitimation du régime.

Since 1983, Libya undertook one of the most important projects of the XXth century by its size and its cost: the Great Man Made River. Officially, Muammar Gaddafi intends it for the agricultural development of his country. He wants to use fossil water in order to transfer it from the desert to the Libyan coast and, finally, reach food self-sufficiency. The use of this water for agriculture is disputed and strongly criticized. This study’s aim is to explore the Great Artificial River in its political context and to analyze its role both as a tool of domination and as a symbol of power to the Gaddafi regime. This project will therefore be studied as the culmination of an obsession that Muammar Gaddafi maintains towards water and as a tool of the regime, which should be defined as populist. Although the majority of scientific works are almost exclusively on the contributions of the Great Artificial River for agriculture, this study demonstrates that the project results from a desire to control the water which, beyond the support for agricultural development , is a great tool for strengthening the charismatic domination, and thus to legitimize the regime.
