III.III: Results

The results of the international operations were half-hearted. The KFOR did not succeed in avoiding the violence against the ethnic minorities. Moreover the security was affected due to the inability of the international police and a lack of strength. Nevertheless, the situation in Kosovo was improved. For instance, during 1999, more than forty murders were listed every week. In 2001, there were less than five listed murders.

On the other hand, the international police, helped by the OSCE, succeeded in creating a local police (SKP) consisted of the ethnic minorities and majorities.

With regard to the establishment of autonomy and the self-administration of Kosovo, the MINUK succeeded in organizing democratic elections. However, the major criticism was the lack of autonomy given to Kosovo for the organization and the decision in the electoral process.

The economic situation, monitored by the European Union, improved in particular in the banking system, the tax system and the justice. It allowed the creation of many private enterprises and the transformation of many public firms. More and more, Kosovo will have to rely on Europe rather than the United States, wanting to intervene more in Iraq and Afghanistan. Kosovo will develop with the European economic and political aid in the next years.

Europe redefined its positions for the development of Kosovo in its 2008 report(67). In the medium term, Europe decided to work on the development of the local administration, the justice, the fight against corruption, the respect of the human rights and the protection of the minorities, the development of the economy and the international relations, the decrease in unemployment, the development of the environmental sector(68). All these missions have been led and will lead by EULEX, the extension of the MINUK.

Unfortunately Europe became divided with regard to the independency of Kosovo in 2008. Ten Countries recognized its independency but six rejected it and the others did not what doing. And it is interesting to observe that the Orthodox countries did not recognize the independency. The main problem of Kosovo is the corruption in the public sector and the development of the drug trafficking that make more difficult the establishment of a real democratic and liberal State. Many European representatives are talking about the failure of state building and a multi-ethnic Kosovo.
